The head of the Tunisian Federation of Public Service and Neutrality of the Administration, Abdelkader Al Labawi, that administration is the cornerstone of the work of each ministry and each minister, which is responsible for running the affairs of the country.
 
He added in statements for Arabs Today that the minister's work is limited to drawing major directions for the work of his ministry in accordance with the state's policies, but providing advice and suggestions about the ministry's polices and translating them technically on reality, as well as monitoring the good application of these polices is one of the administrative staff's missions.

According to Al Labawi, that administration is remains the center of everything that goes in the country. He also considered that without a strong and transparent administration led by competencies, the minister can not succeed whatever his name.
 
"The ministry's work is inevitably passing through the administration, and if the administration is weak or has tendencies to obstruct the minister's work, the minister can not succeed in his duties," he stated.

"Parallel to thinking about the names to be held ministerial posts, the prime minister should pay more attention to the issue of administrative reform, according to Al Labawi.
 
"This is especially by purifying the administration of all manifestations of corruption and naming strong competencies on the heads of departments and public institutions and the main joints of the state in terms of competence and in terms of the ability to impose the opinion," he added.
 
He added that the current campaign against economic corruption should be followed by fighting corruption within the administration, especially when it is linked to political corruption.
"It is necessary today to give the administration the attention it deserves through the various reforms," he stressed. "When we improve the work of the administration, every minister can work with ease and carry out his tasks in better conditions, respond to expectations and achieve the required requirements," he concluded.
