Caretaker Foreign and Expatriates Minister Adnan Mansour filed through the Lebanon's Permanent Mission in New York a complaint against Israel on the background of violating on 07/08/2013 the Blue Line and entering into a minefield inside the Lebanese territory. "This action forms a flagrant violation of Lebanese sovereignty, UN Security Council Resolution 1701, international law and the Charter of the United Nations, as a threat to international peace and security," according to the complaint. Mansour asked to present this complaint to the UN Security Council, the Secretary-General of the United Nations, Ban Ki-moon and the presidency of the UN Security Council, so that the latter would distribute it to the Member States in the Security Council and issue it as an official document of the Security Council. Mansour also requested to file the complaint to the presidency of the General Assembly of the United Nations and issue it as an official document of the General Assembly.
