Vienna - XINHUA

Iran on Friday expressed its willingness to reach an agreement with the IAEA (International Atomic Energy Agency) over nuclear inspection after the first tentative, but constructive talk between Iranian new negotiation team and the UN nuclear agency in Vienna. The meeting was the first time the UN nuclear agency engaged with the Iranian new negotiation team after Tehran's new government took office, seen by the west as a test of the Iranian new President Hassan Rouhani's nuclear policy, who is supposed to be a moderate politician compared to his predecessor. The first tentative talk was announced to be constructive, and would continue on October 28th without giving more details. Herman Nackaert, the UN watch dog's chief inspector, told reporters that both sides would continue the "constructive" meeting on October 28th, while his counterpart, Reza Najafi, Iranian new ambassador to UN nuclear agency said he was looking forward to reach an agreement in the future as soon as possible with the agency. The talks were held in the building of Iranian mission to international organizations in the capital city of Austria, lasting for around 4 hours, relatively shorter than the previous talks, did not seems to get into details of the framework. Iran has signalled its willingness to push for an end to the nuclear row with the west and further cooperate with the agency to clarify the outstanding issue in its nuclear plan. The talk with IAEA is expect as a window of opportunity to step forward to strike a deal over the "structured approach", the nuclear inspection framework to conduct the probe on Iran's suspected nuclear activities, which would prove the peaceful nature of Tehran's nuclear program. Rouhani said this week that Iran would never develop nuclear weapons and called for a nuclear deal in three to six months. Iran also announced Tehran is ready to resume P5+1 talks (China, Britain, U.S, Russia, France and Germany), and would discuss the suspending of the enrichment of the 20 per cent uranium. However, the talks would be still tough in the eyes of diplomats based in Vienna, one diplomat presumed the previous 10 round of talk didn't made any progress at all, while the U.S. believe Iran is using its delaying tactic to block the UN nuclear inspectors's access to its suspected nuclear activities sites and documents, and another diplomat told Xinhua the first talk between the Iranian new team and the agency could hardly make any concrete progress since it's the first meeting of two sides, but might lay a foundation for stepping forward. Iran and IAEA have hold 11 rounds of talks over the "structured approach", aimed at conducting inspection beyond the safeguard agreement to resolve the outstanding issue in Tehran disputed nuclear program, however, until now, no deal was made. Iran is suspected by the UN nuclear watch to be conducting possible experiments on developing nuclear weapon which Tehran denied, saying the agency is influenced by misleading intelligence provided by western spy agency.
