Tunis – Azhar al Jarboui
The Tunisian draft Constitution still lacks transparency according to the American Carter Center, which supports democracy and human rights. The statement added released by the Center said: “Consistent with Tunisia's international obligations on transparency, the Electoral Management Body should provide sufficient information to enable political actors and citizens to verify independently the integrity of all steps of the election process, in particular vote counting and results tabulation. By facilitating verification of each step of the process, the EMB will enhance the integrity of the elections, increase confidence of the electorate in the results, and protect itself from outside interference. The Carter Center added that transparency implies that the EMB will facilitate access to information, through proactive, regular and timely communications on decisions, agendas, procedures, activities, and technical aspects of the electoral process. The EMB should also consult participants involved in the electoral process on a regular basis to promote their understanding and to verify their acceptance of decisions. The statement said that the results to be announced of the coming elections will not be detailed. The Carter Center demanded that the EMB would immediately publish its electoral laws and decisions online. The Centre invited the EMB to urgently publish detailed results of the elections and the count, which would give the opportunity to verify the results.
