Leaders of the 27-member European Union are to begin a summit here Thursday evening focussed on the economic situation in Europe. German Chancellor Angela Merkel told reporters on arrival at the meeting that \"today we will first discuss about MFF (Multi-financial framework 2014-2020). I hope for an agreement today.\" \"Then we will debate on youth unemployment. Third, we will discuss how to develop the economic and monetary union, through government budgets, more common policies on banks and more economic policy coordination,\" she said. French President Fran\\ois Hollande told reports he hopes \"that we\'ll have a good summit, a summit for the young employment, for the financial stability and growth and this is that the Europeans are waiting.\" Jean-Claude Juncker, Prime Minister of Luxembourg said \"we already agreed to 6 billion euro for those countries with high youth unemployment. That it a good start.\"
