US State Department Deputy Spokesman Mark C. Toner urged Russia to take exceptional measures to restore confidence in the diplomatic process in Syria.

"I certainly know that the Secretary is open to talking to Russian Foreign Minister Lavrov," he said in a press briefing.

"So I don't want to give the impression that there’s no interest in keeping that channel open. In fact, I think there is. But I think, as I said yesterday, we need to see some measures offered by Russia and on the part of the regime that change the reality on the ground," he added.
