Spain condemned here Wednesday the speedup of Israeli settlements construction after the UNESCO\'s approval of a full-Palestinian membership.The Foreign Ministry said that speeding up the construction of 2,000 settlements on Palestinian soil was in the way of the two-state solution in the Middle East.This would hinder the international quartet\'s efforts in the region and would not resolve the situation, said the Ministry, which also expressed criticism over the Israeli decision to withhold tax returns from Palestinians.
