North Korea Sunday proposed a return to negotiations with South Korea on tourism and family reunification. The offer reported by official state media in North Korea came in response to a similar proposal made last week by South Korean President Park Geun-hye, South Korea\'s Yonhap news agency said. The offer of the working-level meetings were seen as a particularly positive step coming just days after the two neighbors agreed to reopen a joint manufacturing zone in the north that had been closed by Pyongyang four months ago. A key move in the family reunification arena was North Korea\'s offer to reopen the Mount Kumgang resort along the border. Kumgang was the venue for North-South family reunions until 2008 when a South Korean visitor was shot and killed by a North Korean security guard.
