NATO Secretary General Andreas Fogh Rasmussen arrived in Tripoli on Monday on a surprise visit to Libya. He is set to hold talks with senior officials of the Libyan National Transitional Council (NTC). Rasmussen's visit comes one day before the end of NATO''s mission in Libya.
