The team of National Dialogue Conference members in charge with shaping the state system approved here on Tuesday the closed proportional list as an electoral system for the country. The State Building team voted for the this system because it allows candidates even those who are not affiliated to a political party access to the Parliament. It also is helpful for marginalised people and women. Following extensive discussion 44 members of the 45-member team voted for the closed proportional list system. The team also voted a new constitutional article on adopting a special quota of seats at the Parliament for women. The proposal for quota stipulates that \"women hold not less than 30 per cent in the elected legislatures.\"
