Soumaila Cisse, Mali\'s presidential candidate who has conceded defeat to his rival Ibrahim Boubarca Keita, announced Tuesday that he will form an opposition to the newly elected president. \"We will contribute to the progress of democracy by contradiction, by propositions,\" declared Cisse at a press conference. The 63-year-old former minister of finance ruled out the possibility of entering government. In comments on the race for the Malian presidency, Cisse affirmed, \"I am not discouraged because I am always a person of optimism.\"
