Human Rights Watch urged the government to change the laws governing demonstrations in Baghdad and elsewhere so that the demonstrations are permissible in principle, as well as the organizers need only to notify the authorities of the planned demonstrations. The organization said in a press statement that the government should be burdened on justifying the prohibition of any demonstration.
