A plenary session of the newly founded Community of Latin American and Caribbean States (CELAC) opened here Friday, attended by leaders and representatives from 33 member states.Following an opening ceremony in the Teresa Carreno Theater in Caracas, the participants moved to Fuente Tiuna, a Venezuelan military installation in southwest Caracas.The plenary session was opened with speeches by Brazilian President Dilma Rousseff, Colombian President Juan Manuel Santos and Cuban leader Raul Castro.Venezuelan President Hugo Chavez, host of the summit, presided over the meeting.
