A boating engineer in the Libyan coast guard expressed his "indignation" Sunday at his forces' "lack of equipment." The officer, who preferred to remain anonymous, said the shortage of boats was behind his force's inability to catch criminals who smuggle petrol, alcohol and other contraband. "The naval base in Tripoli has only three boats, all of which are in maintenance," the source said, adding "the Staff Office keeps postponing the decision to undergo the maintenance operations that the boats sorely need."
