President Dmitry Medvedev said Saturday Russia's new government will consist of entirely new people if the ruling United Russia Party wins upcoming elections. "Now it's time for federal structures, and that is why if we manage to implement the following political program you can have no doubt that both the large government we are talking about now and the small government, I mean the real Russian government, will consist of absolutely new people," Medvedev said. Russia has about 110 million people who are eligible to vote in the Dec. 4 general elections, RIA Novosti reported. Vladimir Churov, head of the Central Election Commission, said at least 600 foreign observers would be monitoring the elections. During the 2007 election, international observers from the Organization for Security and Cooperation in Europe's Office for Democratic Institutions and Human Rights said at that time the elections were unfair and "failed to meet many OSCE and Council of Europe commitments and standards for democratic elections." Medvedev said he believes there should be other strong political parties other than his United Russia Party, ITAR-Tass reported. "We need to have strong political forces, and I think our country should have several strong political parties," Medvedev said at a meeting with his supporters Saturday. "I am confident that one of them was, is and will be United Russia because this is how history has ruled."
