The State of Qatar has reiterated its condemnation of terrorism in all its forms and manifestations and regardless of its justifications and whomever its perpetrators. It stressed the need to condemn all atrocities against civilians for political purposes, whether murder or intimidation or targeting densely populated residential areas and civilian facilities, such as schools, hospitals and refuges in bombing and other crimes which still unfortunately being witnessed in the 20st century, which also constitutes one of the worst manifestations of terrorism in every sense of the word.
This came in Qatar's statement at the United Nations Sixth Committee (Legal Committee) on "measures to eliminate international terrorism", delivered here on Tuesday by HE Ambassador Sheikha Alia Ahmed bin Saif Al-Thani, the Permanent Representative of the State of Qatar to the United Nations.
HE Sheikha Alia stressed that the fight against terrorism is a priority in the policy of the State of Qatar, where it continued its efforts on the national, regional and international levels for the implementation of the United Nations counter-terrorism strategy, and strengthen cooperation with all UN agencies to achieve this goal, as well as the commitment to implement the obligations of Qatar's accession to most of the relevant international instruments, and to take the necessary measures for the implementation of all international resolutions on the fight against terrorism.
HE Sheikha added that in line with this policy, the State of Qatar continues coordination and cooperation with the competent organs of the United Nations to combat terrorism, in particular the Executive Directorate of the counter-terrorism implementation and task force in combating terrorism. She noted that the Executive Director of the counter-terrorism Directorate of the United Nations visited the State of Qatar in January 2014 and held meetings with the competent authorities in Qatar and that Doha also hosted a workshop in December 2013 on (integrated comprehensive strategies in the fight against terrorism) with the participation of experts and specialists from the United Nations.
The world has witnessed tragic events over the last year rejected by the conscience of mankind, as a result of the increasing unprecedented acts of terrorism and growing trans-national terrorist organizations, said HE Sheikha Alia adding that "accelerated pace of eradicating terrorism and address its roots and causes that is posed by terrorism to international peace and security, requires more genuine cooperation among Member States, and hard work to reach a comprehensive Convention on international terrorism as the world is in urgent need of this Convention more than ever.", she noted.
She said the Convention shoud have a specific definition of terrorism and not to link to religion, race or culture and to confirm the commitment of the international community to strengthen international cooperation in combating terrorism " . HE Sheikha Alia stressed the need to distinguish between terrorism and legitimate resistance to foreign occupation, and self defense as well as the right to self-determination of peoples under occupation.
