President of the Algerian Party for Freedom and Democracy, Baghdad Halimi, affirmed Sunday in Algiers that the Declaration of 1 November 1954, must be the "reference" and the "preamble" of Algerian constitutions in the coming years.
The Declaration of 1 November 1954 (date of the outbreak of the war of Liberation war) is itself the first Algerian Constitution that defines the contours of the Algerian state. This is the reference and the preamble of all past and future constitutions of Algeria," Halimi told reporters after his meeting with the Minister of State, Chief of Staff to the Presidency of the Republic, Ahmed Ouyahia, as part of the consultations on the revision of the Constitution.
It is this "statement that defined the characteristics of the Algerian State specifying in its content that it is a Republican, Muslim and plural State whose language is Arabic."
Halimi also recommended emulating the parliamentary political system, characterized by plurality and parliaments that constitute spaces of democracy and decision making.
He further stressed the need to introduce, in the future Constitution, the people's right to challenge laws, stating that his party supports "a consensual and participatory constitution for a firm guarantee of rights and freedoms."
