Four police officers were killed in the attack, Prime Minister Hany al Malqi confirmed.
Special forces are surrounding 10 of the outlaws, who are hiding in Karak in southern Amman.
A female Canadian tourist is among the fatalities, a source was quoted as saying.
Nine other people were wounded in the attack, the source added.
