Tokyo Votes to Elect New Governor

Tokyo residents are casting their ballots on Sunday. They're heading to polling stations to choose a new governor. 
More than 11 million people are eligible to vote. Election officials say the estimated voter turnout was 12.67% as of 11 AM, which is 8.57 percentage points higher than in the previous election, according to Japan's (NHK WORLD) radio. 
Whoever they choose will succeed Yoichi Masuzoe. He resigned in June over mounting criticism that he misused political funds for private purposes. 
Twenty-one candidates are running. In their campaigns, they talked up their plans to be transparent about how they spend public funds. They also focused on improving social welfare in Japan's increasingly aging society. 
And they discussed how to prepare the city for the 2020 summer Olympic and Paralympic Games. 
Polls close at 8 PM Japan time.
