Russian President Vladimir Putin has signed a decree on Friday to appoint Ramzan Kadyrov acting head of the Chechen Republic ahead of the expiry of his term on April 5. 
Putin voiced hope that Kadyrov would eventually participate in the September presidential elections. "Bearing in mind what has been done over the past few years for the Chechen people, for the people of the republic first and foremost, and for the whole of Russia as well I've signed a decree to appoint you as acting head of the Chechen Republic," Putin said. "I do hope that you will eventually participate in the September elections." Kadyrov, 39, was first elected in 2007 for a four-year term before being re-elected in 2011.
