China's top Communist Party leaders will meet at a key meeting in November that experts said will likely set the country's economic agenda. The official Xinhua News Agency said the party's 25-member Political Bureau announced the third plenary session of the 18th Central Committee to be held in November in Beijing will discuss "deepening reforms in an all-round way" or the overall work of the party and the government. President Xi Jinping, who also is the general secretary of the party's Central Committee, presided at the meeting. "Reform and opening up serve as a critical strategy to determine modern China's destiny and rejuvenation of the Chinese nation," the politburo said in a statement. "There should never be an end to the practice and development, emancipation of the mind, and reform and opening up." The statement also said the members approved a five-year work plan for establishing a system for cracking down on official corruption, an endemic problem in China. China Daily quoted experts as saying they expect the November meeting to set China's economic agenda. Professor Wu Hui at the Party School of the CPC Central Committee said allowing society and enterprises to play a bigger role and restricting the government's unnecessary involvement in the market economy might be topics at the meeting. "Less restriction from the government means more vitality from the market," he told China Daily, adding the government should retreat from its current role of driving local economic growth to provide more public services. Another expert said the leadership's vision about deepening reform will become a national strategy after being endorsed at the plenum.
