Jordan's foreign minister will outline Palestine's conditions for returning to negotiations in a message to Israel, Arab media reported on Friday. The document demands Israel accept the two-state solution based on 1967 borders "with the possibility of a limited exchange of equal pieces of land," and that Israel halt settlement building in the West Bank, including East Jerusalem, Arabic satellite channel Al-Arabiya reported. It also calls for release of Palestinian prisoners, in particular those detained before 1994, and "canceling all the decisions taken by the Israeli governments since 2000," the report said. Foreign Minister Nasser Judeh will deliver the document to Israel after the US has reviewed it, al-Arabiya added. PLO Executive Committee chief Yasser Abed Rabbo told PA radio Voice of Palestine that officials will directly deliver a letter on their position, but its contents have not been completed and nothing has been delivered. Jordan hosted exploratory talks between Israeli and Palestinian officials in January, that ended without agreement. Negotiations last broke down in 2010 after a partial Israeli settlement freeze was not renewed.
