Ban Ki-moon believes resolution on Syria should be binding

UN Secretary-General Ban Ki-moon said Tuesday he believes that the UN Security Council resolution on Syrian chemical weaponry arsenals should have a binding character and should guarantee destruction of the entire arsenal in line with the agreements reached by Russia and the U.S. According to reports by international news media, Bank Ki-moon said that the "most effective" way was to envision enactment of Chapter 7 of the U.N. Charter, which deals with threats to international peace and security and has provisions for enforcement by military or non-military means such as sanctions. Although in theory all Security Council resolutions are legally binding, "in reality, we need clear guidelines under Chapter 7," Ban said with reference to the resolution, a draft of which is in the offing now.
