Top United Nations envoy for Somalia has condemned the deadly car bombings that rocked Galkayo in northeastern Somali on Sunday.

At least 20 people were killed and over 25 others were injured in the attack that targeted a government building near a crowded market in the semi-autonomous Puntland region, according to local media.

Al-Shabaab militants have claimed responsibility for the attack, whose victims included schoolchildren.

"Extremists have once again demonstrated their disregard for human life," Michael Keating, Special Representative of the UN Secretary-General (SRSG) in Somalia, said in a statement.

"This act of terror highlights the vulnerability of Somali civilians including children to actors who continue to use violence to achieve their objectives," Keating said.

The first blast occurred when an explosive-laden car rammed into the gate of a local administrative building, while the second bomb exploded at people gathering to help wounded victims of the first blast.

The UN envoy praised the quick reaction of Puntland security forces who opened fire at the second vehicle, thereby preventing the suicide bomber from reaching the government building to inflict even heavier casualties.

"Our heartfelt condolences go out to the loved ones of the victims, especially the parents of the children who have suffered the worst tragedy that can befall a family," he said, expressing wishes for speedy recovery of those wounded in the attack.
